Senator shares bad budget news with teachers

State Senator Mitch Seabaugh, R-Sharspburg, didn't have much good news to share at a meeting held with local educators Thursday night.

The state's budget crisis is bad. And it looks to be getting worse.

"We are in unprecedented times," facing unprecedented challenges, Seabaugh told a group of teachers and Coweta School System personnel at the meeting at the system's Werz building.

Seabaugh, a former accountant who serves on the Senate Appropriations Committee and as majority whip, said he had recently met with some local business leaders about the state's financial woes.

"I told them there are some things we need to do and I need your input about what makes sense," Seabaugh said. He feels that "across the board cuts" are never the way to go. Instead, he wants to find strategic budget cuts.

And that's why he wanted to talk to local educators.

"The important thing to remember is no decisions have been made," Seabaugh said. "So if you're hearing rumors: they're going to do this or do that -- someone might be looking at that, but the decision has not been made."

When the Georgia General Assembly drew up the budget for Fiscal Year 2010, which began July 1, everybody knew the economy was bad and that tax revenues would be down.

But the estimates were way, way off. Gov. Sonny Perdue is responsible the "revenue estimate," which is what the legislators use to create a budget each year.

Perdue's estimate that revenues be up 1.95 percent over last year was much too optimistic.

That became obvious during the summer, and Perdue reduced the revenue estimate by $900 million. The withholding of those funds brought on rounds of furloughs for state employees, including teachers.

When Perdue made that reduction, state revenues were down 3.54 percent.

"Today I got an update, and now it is down 7.2 percent from last year," Seabaugh said.

So when the legislature convenes in January, they will have to find an additional $348 million in cuts -- just for the period between January and July.

In the spring of 2008, as the economy slowed, the legislature made cuts of $1.3 billion. There were also "one time funds" of $623 million. The budget, for 2009, got $672 million in federal stimulus money, and the state pulled $776 million out of its reserve funds.

"We spent more than what we brought in, in actual revenue, in fiscal year 2009," Seabaugh said.

Last spring, legislators had to fill an even bigger budget shortfall -- $4.39 billion. The cuts from 2008 were carried through, and there were $967 million of additional cuts. The state was able to use $238 million in "one time funds," and $1.4 billion in stimulus money. The rest of the budget was made up with the remaining $476 million in the "revenue shortfall reserve."

When the legislature begins building the budget for Fiscal Year 2011, there will be no more one-time funds. And the state has no more money in reserves. Georgia is expected to get just over $1 billion in federal stimulus. There will have to be an additional $1.02 billion in agency reductions.

If things haven't picked up by 2012, there will be even more cuts, because the federal stimulus money won't be available.

Current estimates expect the state will have to cut yet another billion from agency budgets.

That doesn't even take into account "natural growth areas," such as education and health care.

"We have an enormous challenge ahead of us," Seabaugh said.

"I felt like y'all needed the opportunity to see that, and to understand what it is we're trying to do."

He hopes that the teachers, and other Georgians "would be willing to engage and get some ideas about what we could do to meet those challenges."

"Those that work on the front lines every day know it better than anybody," Seabaugh said.

Education is the state's biggest expense. K-12 education is 41.8 percent of the 2010 budget. Higher education takes an additional 16.4 percent.

Despite the high cost, education has fared quite well in the past few rounds of budget cuts. The Department of Community Affairs sustained a 73 percent cut. The Georgia Department of Natural Resources got a 21.43 percent cut, and the Department of Public Safety received a 14.95 percent cuts. Most state agencies were similarly cut.

Education only got a 3 percent budget cut.

Furlough days, though not popular, are very effective.

Each day that state employees are furloughed saves the state $45 million. Teachers and other employees in K-12 education make up $33 million of that.

One teacher at the event said that her husband works for the GBI so "my family is getting double furloughs."

She wanted to know "when will the governor consider raising taxes?"

"I know it is not popular," the woman said, but "we feel like it is not the state employees' jobs to continue carrying the burden of the entire state."

"What are you going to tax?" Seabaugh asked. "Everybody in this room knows people that don't have a job." He said he has done accounting work for clients "that paid six figures in taxes, who now have a net operating loss because the economy basically ran them out of business."

Those companies probably won't show a profit, and therefore can't be taxed on their profit, for three or four years.

"Who are you going to tax?" Seabaugh asked again. "Of the people I know, 19 out of 20 are making substantially less money now than they did a year ago. Probably that number is more like 49 out of 50," he said.

It is probably something the governor is considering, he said.

One woman said she'd like to see the government cut some frills.

Another said she'd like to see the state do away with the sales tax holidays for school supplies. "I know that is chump change... but it all adds up, and it's not that much savings for families," she said.

This year's tax holiday was expected to reduce state revenues by about $13 million.

There have been some discussions over the past few years "whether or not those things really provide the benefit that we believe they do," Seabaugh said. The tax holiday does give parents, and teachers, "a little bit of a break."

Education budgets are getting cut "yet the Department of Education keeps sending out initiatives that are putting out an additional amount of work on the shoulders of teachers," said one educator.

One teacher mentioned the possibility of a "bullying bill" becoming law. "What I've thought of is how much extra work that might entail and how much more stuff that could put on us with less resources... I think this would be a bad time to put more things on teachers."

"That is what we need to hear," Seabaugh said. "It helps us to have the practical application so that we can be able to make a good decision on it."

One way the state could cut costs is by not having so many duplicate tests, said one educator.

The end of course tests, and the graduation tests, "really are duplicates of each other," she said. "We have been told that, eventually, the high school graduation test would go away. I would love to know how many millions are being spent," she said. "One set of tests is adequate."

Eighth graders take three tests during the year "and we don't even use one of them," one teacher said.

Seabaugh was asked if anyone is considering changing the Special Purpose Local Option Sales Tax laws to allow SPLOST funds to be used for operations, instead of only capital projects.

"That is a thought that someone has out there to do that," Seabaugh said.

Seabaugh was also asked about the possibility of using more technology to reduce paperwork and make it easier to store student records, such as a birth certificate.

There are many ways in which the state could save money with better technology, Seabaugh said.

But systems to eliminate that require big investments in hardware and software. There's not a quick enough return to do such things right now, he said.

It is, however, "the time to question everything that we do."

That I do in fact possess a job and some common sense. Now we can get back to the point which was that it is time to think out of the box on this school thing. We need to bring in some outsiders to fix these schools. Again most teacher are bending over backward to make things right but they cant do it alone.... especially in a budget crisis. Now as for Joe and Bubba. Joe I am not bragging but I wont have some chair force retiree who ran when a real war came along to sit here and insult me. Joe you have never added to the conversation one iota in fact you guys are just always on the attack and not providing solutions. Bubba if you didn't run then your NCOER's must not have been that great>
Here is mine. The democrats say that private and public systems in competing is the best way to foster competition so lets hold them to it. someone needs to bring up the voucher debate again, Glenn Beck has been saying it for years. Now I know there are downsides to it but lets figure them out. Many religious people here are none too happy about what is taught in public schools so why not. Most everybody else is tired of the quality of education their kids receive so why not. Getting private schools into the game is the only way I see to fix this thing. Lets let Mr. Seabaugh know that we want solutions. If you support a tax credit for parents who send their kids to private school please post your support.

Like I commented before people who brag like chippy did about their military status I question if they really are in the military.
Entrepreneur its becoming apparent they you are not the expert you claim to be. I would not be surprised if Entrepreneur and chippy are the same person.

I will give you two hero's some advice. I served 22 years in the military. I was in the 1991 gulf war and the 1999 bosnian war. The only reason I am bringing all of this up is chippy who I don't believe is really in the service is trying to make everyone think he is some kind of hero.
First off I used the word we when talking about teachers. Because I have a close relative who is one and I see first hand what they put up with in the system.
You Mr Expert(Entrepreneur) started it off with running your mouth that teachers need to get out in the real world. Believe majority have and they work in the real world of wild and crazy kids. Something you and chippy could not handle.
No I don't think its a failure to hold more then one job you were trying to make everyone think you are some expert business man. Its obvious you are not.
Your right the education system needs fixing but as long as there are people like you two who are clueless but think your experts on teaching it will never happen. Like I said before I will be more then happy to match paychecks or military records or both.

Chippy, thank you for your service to our country. It is the soldiers like you that keep us free. I doubt seriously ‘you know who’ was a soldier at all just like he pretended to be a teacher. The soldiers I have known did not exhibit that lack of discipline displayed here! His cheap shots are indicative of a severe personality disorder and are not worthy of further indulgence. I am surprised he can hold a job with a mouth like this. He has no idea of work ethic because he thinks it a failure to choose to hold more than one job. The important point is our education system needs revamping and it will take everyone working together to fix it. As long as there are trouble makers who refuse to work on the problem and continue to shout insults nothing will be accomplished!

I like your idea to revisit the voucher system; it would be great if parents had a choice where their education taxes go. I know competition and quality matter in the business I own, which is one of my jobs I mentioned earlier. I also know about budgets, as my other job is in the accounting field. Imagine that, there are those of us out here that actually know how to budget our time so that we can accomplish several important tasks successfully. At any rate it is going to take teachers and citizens acting as a team if this budget mess and the quality of education for our children are ever going to improve. Let us hope the majority in our community care more about these issues than continuing to call names.

I think that people have been advocating for a voucher system for a long time and I think the idea has some merit. I think that competition is good in any endeavor. Lets get some more private schools in the area so Parents who want a higher level of achievement can choose it. I know there are downsides to the voucher idea but isn't it time to bring it up again?
Bottom line is you get what you pay for. If starting salaries for teachers was 75,000 a year we would have the worlds best test grades in a decade. If we keep wages down where teachers are barely making it we will continue to spiral downward.

Amen to less testing. The GHSGT is ridiculous when kids already take EOCTs. Cut it to 1 test...let the EOCTs accumulate to what is the equivalent of the GHSGT. Furlough days are ok, but don't put anymore work on teachers, and maybe even lighten the load a little? As a teacher I am willing to do my part, but the sales tax holidays need to go too. It does all add up!

Its obvious you all have never taught a class full of kids and have no idea what is involved.
Entrepreneur you must not know how to run a business if you have to work two jobs and when do you have time to help your child with school?

Thanks Chippy- for a voice of reason! As Bubba is going to ignor our comments we can be thankful. I don't know about you but he is wrong again in his acusations, on two counts this time. I am gainfully employed and happen to have two jobs and I believe in the principles set forth by our Founding Fathers- note that this will confuse Bubba because he probably doesn't know what principles our founding Fathers set forth. It is obvious Bubba has never run a business and has no idea or appreciation for an entrepreneur's advice. Maybe he will choke on the foot he keeps putting in his mouth. As to the teachers, like I stated earlier, "To the caring and serious educators out there, my hat is off to you and my advise is don't let the bad apples spoil the whole barrel."

I like all of your comments. I do absolutely believe that you could go down and teach the "teachers" a thing or two. I know that most teachers are bending over backward trying to work in a faulty system and GOD BLESS THEM. But seriously if Bubba is a teacher at all it would be great if he skills other than personal attacks. Bubba dont kid yourself being a teacher is not the same as running a business.... Maybe we need a bunch of entrepeneurs to go in there and identify money saving oppurtunities. Maybe we need some small business owners to go in and cut out all of the teachers that are dead weight... A Bigger Impact

Will the state readjust salaries when the economy turns around in a couple years? How will future retirement be affected? When was the last time business professionals were expected to bring their own supplies to their employer? Standards are raised, planning time is slashed, class sizes increased. Furloughs don't mean the teacher's shift is over; job requirements are expected regardless of whether they are at work or not. Teachers are regularly expected to work outside "contract" hours. In Georgia this is called "practice over policy" but that doesn't make it right. Apples to apples, Georgia is not 47th...statistics are skewed because everyone who wants to take the SAT here can take it. This is not so in other states. Don't retest CRCT after the first round, cut out other unnecessary testing like frequent benchmarks, use textbooks another year, furloughs for all school employees (not just teachers), cut certain benefits for part time workers (like in business), review all stipends that do not require additional training, stop all field trips except those compensated by parents entirely. Post the budget, financial statements, and compensation scales so the public is informed. Federal Employee salaries including extra compensation are public. Most teachers care greatly for the students and work long hours. Mr. Seabaugh is wise to get input from teachers. The system could use a good overhaul from savvy business professionals. I advise all the so called experts to go on down and show the teachers of Georgia how its done. To the person who said teachers need to get out in the real world. Majority of teachers worked in the real world while going to college. Its amazing that a parent thinks it so easy to teach their one child try throwing in about 25 more kids every hour all day long.
Like I said you so called experts that think they could run the school system to come on down and try. Matter of fact get your college degree and certifications and start teaching.

Like I said before you and the other two clowns are more then welcome to come on down and show all the teachers how its done. The fact of the matter is you would not last a week. Teachers always hear the excuse from parents that my child is not a brat. Since your child takes after you its obvious they are in for a difficult life.
It is obvious you have no clue what teachers have to put up with from the state and parents.
Teachers always love expert advice from someone who has never taught up to 180 children a day.
If you don't like what I just said then come on down and show the teachers of Coweta County how its done.
The fact is you can't.

Georgia is ranked 47th in the nation for education. 47th! And they brag about making AYP... how about doing a little better than just making the grade? Did I mention 47th! Bubba, in response to your accusation that it took me two years to figure out my child was behind is inaccurate. You jumped to that conclusion. I had to make it my job to supplement what wasn’t being taught to my child! I am a very involved parent; that is how I observed my child wasn’t being taught basic fundamentals in the first place. As to my so called “Gifted Child”, testing proves this to be the case and my child is currently in the gifted program and has been since the second grade. You are quick to call my child a “Brat” but this shows a total lack of intelligence and prejudice on your part. My child is far from being a brat, I assure you. I have made it a full time job teaching the virtues of the golden rule! An example of the mediocrity you display is your writing skills or lack there of in this very response and I quote, “Teachers are tired of the mediocrity of parents that think we are suppose (should be supposed) to raise your child for you.” Believe me; I don’t want you raising my child! If you had read my comments correctly I agree with you about one thing: “the mediocrity of parents too”, that is why I stated parents should get involved in their child’s education! The fact that you resort to calling names shows you have no business in the education field nor should you be a teacher or role model for our children.

Teachers have been cut many times with the school budget and furloughs. What materials do you think your child works with everyday to learn? Teachers spend their own money and many more hours than they are paid to help your child. Thank you parents for encouraging us and working with your child on skills that need practice at home. Let's look at the way the government is spending money that is out of control... healthcare for those that won't work and illegal immigrants getting free education, free lunch, free healthcare and not paying taxes. I think everyone should have to pay into the system to receive benefits- no pay, no benefits. Maybe to receive benefits illegal immigrants and those who do not want to work could serve overseas in Iraq/Afghanistan for two years in the military for the benefits you want. Freedom is not free!

Sen Seabaugh is a tireless worker, reaching out to citizens, hearing their ideas and actually doing something about a problem! A great leader, he has revitalized the Georgia Film Industry and that brings us $ $ $
Suggestion: let's get some of the 'double-dipper' retirees 'out' of the picture and save some $ $ $

If you think you can do a better job teaching 30 kids at once 7 times a day go for it. Lets see how you deal with their parents. Lets see how you deal with having to give them tests that come down from the state. Teachers are tired of the mediocrity of parents that think we are suppose to raise your child for you.
All I have to say is it took you two years to figure out your kid is behind. You must not have been doing your job as a parent. Believe me we have heard it before from a parent about their so called gifted child.
Believe their are more idiot parents then teachers. Teachers are sick also of idiot parents whose kids act like idiots.
ALso teachers have spent their on money getting college educations to teach your brats if they sit still long enough and teachers pay for school supplies because the state and the parent doesn't supply things like pencils etc.
Be glad to let all three of you clowns come right on in and teach 180 kids a day. I doubt any of you could handle it.

If you don't like the teachers, homeschool your kids. Teachers aren't meant to raise our kids; that's our jobs as parents. Maybe if they cut school back by about 3 hours, it'd save money. I'm sure teachers could use the extra hours to prepare lessons and grade papers. They'd still get an 8 hour work day and the kids would be home more to learn from the much better influence of their parents. Or is it really the teachers from whom they're learning to whine?

I agree totally with William and Encumbered by Idiots. It is time the government started cutting the size of administrative staff and also hold teachers responsible for their quality of teaching. If they can't teach- fire them! Run the school system like a business! I have spent the last two years catching my middle school 'Gifted' student up and I am the one paying through my taxes for the privilege of reteaching my child. I challenge parents to get involved in your child's education and to hold teachers & administrators responsible for merely teaching testing to our kids and demand they actually educate them. If they taught them in the first place there wouldn't be the need for triple testing! As for teachers being expected to do more for less money- welcome to the real world. It should be mandatory for everyone of them to experience what running a business or working in the private sector is like. To the caring and serious educators out there, my hat is off to you and my advise is don't let the bad apples spoil the whole barrel. Parents are tired of the mediocrity that is prevalent in our education system.

I am a teacher in this county and am thankful to have a job. I was upset to have furloughs handed out this year but do not believe that I am whining or being "coddled" or feel that I am better than anyone else. Teachers have never been in the job for the money, but recognition from the citizens would be greatly appreciated. That doesn't mean that we expect anything but the acknowledgement that we do work hard each day and put student's needs ahead of our own. I realize that the state is facing hard times just like many businesses are. I do not wish for anyone to lose their job, however I do believe that we need to take a closer look at those who have retired from education with a retirement and then are rehired to work in the county office. This is essentially paying them twice, how many of us are receiving two incomes during these hard finanical times? We need to look at all ways to cuts costs, not just the obvious ones.

As a teacher in this county, you should love the way the state is raising the standards and still being able to pay your salaries.
In Detroit the schools are in receivership and the city is $300 million in debt and can't pay city workers. So yeah, GA lawmakers are doing a great job pulling us through this time of depression.
If you have a job, maintain the business standards to the max. The ones with minimum standards are "regretfully" let go.

Its happening everyday to the public safety guys in this county. The county keeps growing but they don't hire anybody. And heck people keep getting in accidents. It a shame that teachers cant get a pay raise.

I would like to see stimulus money actually go to teachers and students instead of being used to hire more central office staff. Yes, yes, I know that the money had to be used for certain things... but how many consultants does one county really need especially when the country is in such bad shape!

What other business raises standards of employees and lowers their salaries? Just about every one of them. Unlike the coddled teachers, those of us who don't get paid with tax money have had to take pay cuts - and work harder because our less fortunate co-workers lost their jobs. I'm sick sick sick of the teachers thinking they are so much better than everyone else. Yes, teaching is important. The children are our future. Are they learning to just whine all the time from their well-paid teachers?

Senator Seabaugh's efforts should be applauded, most legistlators wouldn't take the time to get local input. He works harder than anyone I know for his constituents. And for those of you who think he should get a pay cut, clue in... senators only get paid $16k a year... so try that on for size. He passed that film tax incentive, and now movies are being shot all over Coweta County, and Georgia. Just look at the positive things going on in Senoia! They're spending money on our small businesses, and in some cases, making tourist attractions that will benefit our County for years to come. Instead of everyone bemoaning what they think they don't have... how about being THANKFUL for what you do have?

I think William is right. As a (coddled) teacher, I feel like education budgets should be cut. Who needs it? The kids? Please. There are so many more important things to spend GA's tax dollars on...like cutting grass and building public swimming pools. We coddled teachers love to swim and certainly don't worry about our houses or food. We should slash education budgets further. We don't need books. All of this coddling is spoiling us teachers. Absolutely, William. Let's let another generation grow up uneducated and ultimately supported by those precious tax-dollars you mentioned. That's using your head!

"Education is the state's biggest expense. K-12 education is 41.8 percent of the 2010 budget. Higher education takes an additional 16.4 percent." Are you kidding me? It is time to stop coddling teachers and public schools and start cutting their budgets. Why should my taxes be raised for their benefit when the rest of us are wondering how to keep our houses and put food on the table?

If you could eliminate incompetence at the top, the problems at the bottom will pretty much vanish, just like magic. Such as the 8th graders taking three tests during the year and none of them are even used for anything... FAIL !

Raising taxes is not the answer; cutting spending is. Do it now. Private charities and volunteers can always do a better job than government on most entitlement programs. And thank God if you have a job, even with furloughs.

Anyone who owns property here in Georgia knows that forking over the homestead exemption put a big dent in our personal budgets. What is being done with that additional tax revenue? How come to government can never get their own costs under control yet I don't have a choice. I'm tired of bailing out their lack of responsibility.

Seabaugh says he's an accountant and yet he offered no new hope for fiscal improvement in the State. Maybe its time for someone with ideas, whose willing to actually work on the problems rather than just run around trying to get his name in the paper all the time. This guys gotta go.

Why can't they cut the Senate budget and pay the senators a smaller salary? Seems like everyone is getting cut but the Senators keep their pay. Cutting the teacher's salaries is hurting our children. Poor education for our future and more people dependent on the government. That really makes sense (pun intended!).
